disable pm send button if user offline

Description

currently you get no feedback in a pm window after a reconnect if the user is off-/online. in the case that the user meanwhile got offline the send button should be disabled and maybe a note displayed/the tooltip adjusted

The thing is, any chat window is also valid for sending other (e.g, join, ingame, msg, etc) commands to the server. We disable that capability in the PM window if we disable the send button.
