Filter activation setting isn't remembered

Description

If you make some filter changes, apply it, and restart SL - the changes stay but the filter gets deactivated. It should stay with the changes.

this was a conscious decision by me, i felt it would be confusing to players if the forget they filtered in the last session and now see only very few games. i'm inclined to change this if there was more of a visual notice that filtering is active apart from the easily overlooked checkmark
