Flagindex Debug Message on unknown country

Description

Get a debug message for a unknown Mapindex if the player are from an unknown Country.

Message: !! GetFlagIndex( ): XX flag not found!

But there is still a Questionmark Flag added. So there is a defined Unknwon Return type. Isn't it?
So if this happen there is nothing unexcepted happening and wie need no debug message.

Btw.: On the screen we can see that the filter isnt realy added happily in the gui yet (running on windows xp classic theme)
